First set the "Interpret Footage" to the desired fps you want into the "Conform to frame rate: XX Frames per second". Drag the footage to the "Make a new Comp" Button to create a comp with the same framerate as your footage. Drag this preset to the footage, set the "Actual Source Frame Rate" to the original frame rate of your footage and the "Target Frame Rate" to the same as you've set in the "Interpret Footage" dialog.
